OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner’s (OIC) Provider Networks Unit is seeking a motivated and qualified individual to fill a permanent Senior Provider Network Analyst (Functional Program Analyst 4) position.   This position is assigned to the Rates, Forms and Provider Networks Division, located in our Tumwater office.

As the supervisor for the unit, you will be responsible for a team of four Functional Program Analysts.  Together you will perform, analytical reviews and evaluations of state-wide health care provider networks.  This includes health, vision, and dental plan networks.  You will identify compliance issues with Washington insurance law and federal law, including the Affordable Care Act (ACA).  You will serve as the unit expert on complex network access delivery systems and strategies, using data analysis and visualization strategies.

DUTIES

Reporting to the Provider Networks Oversight Program Manager, this position is responsible for performing senior level analytical review and evaluation of state-wide health care provider networks and their contracting strategies.  Duties include, but are not limited to:

  • Provides daily direct supervision and development of four (4) professional staff, which includes developing and prioritizing high quality training tailored to the specific needs of each staff member, focusing on succession planning and the cross training of team members.
  • Analyzes data, develops data models, and uses business analytical tools to determine if health insurance carriers are providing access to the appropriate types and numbers of healthcare providers.
  • Develops and produces reports and responses for internal and external customers regarding potential healthcare provider network access gaps.
  • Performs high priority research and analysis for legislative or consumer inquiry and complaint referrals from various units in the OIC.
  • Participates on rulemaking teams and project work groups.
  • Collaborates with Provider Contracting Unit supervisor to ensure information sharing and efficiencies between units.

Required Qualifications of this position include:

Bachelor’s degree in Public Administration, Business Administration, Mathematics, Social Sciences, a health- related field, law, or a closely related field. (Additional professional work experience in the areas identified below, may substitute year for year for the educational requirement.)

AND

Three years of professional work experience in one or more of the following:

  • Ensuring compliance with governmental statutory and insurance or other regulatory requirements.
  • Professional work with Health & Disability insurance, Self-funded plan, or Provider Relations.
  • Experience related to healthcare claims payment configuration, credentialing, or utilization process/systems and the relevance on network operations impact.
  • Experience analyzing data using business intelligence software and creating data visualization reports for a variety of audiences.

AND

Two years of supervisory experience or five years as a lead with responsibility for training others.

In addition to the above required qualifications, the candidate must have the following:

  • Intermediate skill level in Microsoft Office Word.
  • Intermediate skill level in Microsoft Excel.

Preferred Qualifications of this position include:

  • Working toward or have an industry specific designation such as Certified Health Data Analyst (CHDA) or Registered Health Information Technician (RHIT).
  • Experience drafting, analyzing, researching, or applying the provisions of provider and facility contracting.
  • Advanced skill level in Microsoft Excel.
