Background
The World Happiness Report, published annually since 2012, is the world’s foremost
publication on global wellbeing and how to improve it.
We combine global data from over 140 countries with high-quality analysis by world-leading
researchers from a range of academic disciplines.
By making the essential insights from wellbeing science accessible to all, we enable individuals,
communities, organisations, and governments to improve the quality of lives around the world.
The report is published by the University of Oxford’s Wellbeing Research Centre in partnership
with Gallup, the UN Sustainable Development Solutions Network, and our Editorial Board.
Objectives
We aim to be the go-to data resource for anyone seeking information on happiness and
wellbeing in a country, region, or the world overall. Our website already has a page dedicated to
data (https://worldhappiness.report/data) but we think there’s a lot of room for improvement.
We’re seeking a data visualisation specialist to redesign this page with the following aims:
● Increase the number of people who visit the page
● Increase the average engagement time on the page
● Increase the number of citations and backlinks to the page

Scope of work
We’re open to creative proposals and don’t want to be too restrictive with our scope. However,
we expect all proposals to include the following elements:
● Comprehensive user research and testing
● An interactive ranking table (see FIFA example)
● An interactive world map (see OWID and HPI examples)
● Individual pages for each country and region (see FIFA and HPI examples)
The dashboard should be ready for launch on 20 March 2025 (International Day of Happiness)
but a beta version could be ‘soft launched’ before this date for testing purposes.
We recognise that the early versions will not be perfect and further iterations and adaptations will
be required after 20 March in response to user feedback and engagement data.
We encourage, but don’t require, the use of data visualisation frameworks such as D3.js, Vega /
Vega Lite, and Observable Framework.
Budget
We have a ringfenced budget of up to $50,000 for this project, generously provided by the
Robert Wood Johnson Foundation. Proposals will be assessed on how much value they can
deliver within this budget.
Proposal requirements
Proposals should be submitted via this form by Friday 25 October.
You will be required to upload a PDF document which contains:
● Executive Summary: A brief overview of your proposal
● Company Profile: Your experience, qualifications, clients, and awards
● Team Composition: Information about key personnel and their roles
● Case Studies: Examples of similar projects you have worked on
● Project Approach: How you will meet the project requirements
● Work Plan: A detailed schedule of work that aligns with our project timelines
● Cost Proposal: Detailed pricing information, including breakdowns for components and
potential usage and/or maintenance fees.
Evaluation criteria
Proposals will be assessed using the following criteria:
● 10% – Company Profile
● 10% – Team Composition
● 20% – Case Studies
● 30% – Project Approach
● 30% – Value for Money
Timeline
03 October 2024 – RFP issued
25 October 2024 – Deadline for proposal submission
w/c 11 November 2024 – Interviews with short-listed applicants
15 November 2024 – Contractor selected
w/c 18 November 2024 – Kick-off call
20 March 2025 – Dashboard goes live (Note: a beta version could be launched before this date)
April-June 2025 – Further iterations and adaptations
