CONCORD is seeking to recruit a data visualisation consultant to develop a set of data visualisation tools to represent in a visually engaging way the data contained in the AidWatch 2025 report.

Background

As a CONCORD flagship report, AidWatch has monitored the quantity and quality of EU Institutions’ and EU Member States’ Official Development Assistance (ODA) annually since 2005. 2025 is a special year for AidWatch: the report will celebrate its 20th anniversary in an extremely challenging context for international cooperation, Civil Society Organisations (CSOs) and ODA, globally and in the EU.

In 2025, AidWatch should:

– Assess the quantity and quality of EU ODA.
– Hold the EU institutions and national governments accountable towards their ODA commitments, the cuts and the coherence of international cooperation.
– Adapts its narrative and analyses given the shift in the EU’s paradigm for international cooperation.
– A team of consultants with sound expertise in data analysis, statistics and international cooperation policies is drafting the AidWatch 2025 report. The report will be launched in Brussels in mid-October 2025 and will continue to be a digital tool, with improved visuals and graphs.

Objective

In collaboration with the team of consultants drafting the AidWatch 2025 report, CONCORD members and CONCORD Secretariat, the data visualisation consultant will develop data visualisation tools to make the AidWatch 2025 report more accessible to the broader public and visually engaging. The data visualisation material should also help the reader to monitor specific topics through interactive dashboards accessible from the AidWatch main website.

Deliverables

The consultant will produce the following deliverables:

– Deliverable 1: Based on data featured in the AidWatch 2025 report, develop data visualisation tool(s) such as interactive graphs, infographics and two-pagers visualising key data to represent in a visually engaging manner key findings of the AidWatch 2025 report. Motion design will be crucial for this.
– Deliverable 2: Based on data featured in the AidWatch 2025 and the infographics designed for the report, design a set of infographics to post on different social media platforms.
– Deliverable 3: Participate in at least one call with CONCORD members to test the tool(s) and ensure it is accessible, engaging and user-friendly.
– Deliverable 4: Link with the designer and the webmaster to integrate the data visualisation in the AidWatch website.
– Deliverable 5: Ensure that the final tool(s) integrate all the feedback received and successfully go live on time for the AidWatch 2025 launch.

Collaboration

The consultant will work closely with various stakeholders:

– CONCORD’s policy and communications team: CONCORD team will share key resources with the consultant, put the consultant in touch with the team of data analysis consultants, support exchanges with members, and support the design of the deliverables in line with CONCORD’s visual identity. Regular check-ins will be decided together with the consultant.
CONCORD AidWatch 2025 consultants: data analysis consultants will check the accuracy of the tool(s) and provide guidance when necessary.
– CONCORD members: will test the data visualisation tools and provide feedback.
– CONCORD’s webmaster: will advise the consultant to integrate the tool(s) in the AidWatch website.

Key resources for this work are:

AidWatch 2025 report (currently under draft procedure) and AidWatch main website. CONCORD Secretariat will share all the datasets and drafts with the data visualisation consultant to ensure the consultant has access to the data needed to develop the tool(s).

Budget

The maximum budget available for this assignment is 5,000 EUR, including VAT.

Indicative timeline

The work should be carried out between mid-August and the beginning of October, when the data visualisation material should be ready and integrated into the AidWatch website on time for the launch date.

Skills and qualifications

Successful candidates for this offer will respond as much as possible to the following profile:

– Experience in developing creative and engaging designs to represent technical and complex data.
– Experience in motion design, developing interactive data visualisation and knowledge management tools.
– Experience with inclusive and collaborative design.
– Experience with web design.
– Excellent English writing and editing skills.
– Knowledge of international cooperation policies is a plus.
