Position Summary
The Population Health Survey Research Scientist serves as the Director/Principal Investigator of the Wisconsin Family Health Survey (FHS). In this capacity, this position applies expert knowledge of survey research methods, complex data analysis, and population health factors to manage and direct the FHS and to provide information about the health status, health insurance coverage, and health services utilization of Wisconsin’s population. This position develops and maintains survey content and documentation, develops and implements complex stratified sampling designs, oversees and directs the work of the data collection contractor for adherence to scientific protocols, and develops reports and interactive dashboards based on population health survey data.

This position designs and conducts research to provide scientifically-based evidence for development and evaluation of health care service delivery, financing, and public health policies. The data, analyses, research, and reports produced by this position are the basis upon which decisions are made by federal, state, and local agencies and the private sector in the development, funding, implementation, staffing, and administration of health policies and programs, activities, and research. This position serves as a member of the Office’s senior survey research team. The position will advise management, staff, and other Bureaus and Divisions on the use and analysis of population-based survey data and research, the development of data analysis projects, and planning for future data needs. The position also maintains expert knowledge of other health surveys utilized by DPH, including the Behavioral Risk Factor Survey (BRFS), the National Survey on Drug Use and Health, and the Youth Risk Behavior Survey (YRBS).

This position uses advanced statistical tools such as the Statistical Analysis System (SAS) and R, as well as data visualization and dashboard creation tools such as Tableau. This position also works with the OHI data dissemination team in the development of data visualization and dissemination tools such as interactive dashboards.

Salary Information
Pay for this position is between $38.50-$45.00 per hour (approximately between $80,080 and $93,600 per year) depending on qualifications, plus excellent benefits. This position is in pay schedule and range is 81/02. A 24-month Career Executive trial period is required. Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction.

Job Details

All state employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

Qualifications
Minimally qualified applicants will have all of the following:

  • Experience with multiple research design methodologies and statistical analysis techniques.
  • Experience using Statistical Analysis System (SAS) or other integrated statistical software packages.
  • Experience presenting technical information to a variety of audiences.

Well-qualified applicants will also have one or more of the following:

  • Experience in public health such as epidemiology or public health survey collection.
  • Training, education, or experience with topics related to health equity and social determinants of health.
  • Experience using data visualization to communicate technical information (i.e. statistical analyses, survey data, etc.).
  • Experience leading a team and coordinating staff activities.
