Organization Description: The City Hub and Network for Gender Equity (CHANGE) is the world’s first global network of cities working together to advance gender equity. To empower women in all their diversity, CHANGE harnesses the collective power of cities to transform government services and systems to the benefit of all. Member cities create systemic change by identifying disparities, implementing initiatives to address needs across city operations, and tracking measures for success. CHANGE is a program of the Mayor’s Fund for Los Angeles and operates out of the Mayor’s Office of International Affairs in the City of LA.
Project Overview: CHANGE began its gender data project by developing an index of gender equity indicators based on the work of a student task force from Pomona and Occidental Colleges. The students conducted a landscape analysis of existing gender equity measurement frameworks and recommended ways CHANGE could adapt these frameworks to the local level. Working with data experts from each CHANGE member city (Data Working Group), the index was revised to reflect the data that cities may currently have access to or could reasonably aim to collect. CHANGE’s Data Management Coordinator then collected and analyzed member cities’ data against 14 quantitative and six qualitative indicators.
Project Goal: Create an interactive gender data dashboard that can be easily embedded into CHANGE’s website
Scope of Work: Based on existing analysis and visualization recommendations, the contractor will build a platform using Google Data Studio, Tableau, or comparable tool. The final platform should have a custom design and not look like an off-the-shelf template but be easily maintained and updated by CHANGE staff moving forward.
Platform features:
Visualization of data sets from each city for each of the 14 indicators (when available), plus standardized benchmarks (country or global level data)
Tooltips that display data stories, case studies, and policies
Ability to filter the dashboard by city, indicator, and disaggregation categories
Clear explanations of the differences in quantitative methodologies, government structures, and policy landscapes across CHANGE cities (CHANGE has already compiled this information)
Integration of quantitative and qualitative data
Project Deliverables:
- No fewer than two (2) design reviews with internal management team and one (1) design review with the Data Working Group
- Final dashboard containing the features listed above
- Landing page on CHANGE website (WordPress) with final product embedded in it
- Clear instructions for dashboard maintenance and regular data updates
